Judicial Legacy
Justice K. Kannan served on the Bench for close to a decade, beginning at the Madras High Court before his appointment as a permanent Judge of the Punjab and Haryana High Court, and later as Chairman of the Railway Claims Tribunal. His professional life carried responsibility beyond deciding individual cases: managing a demanding docket, safeguarding constitutional rights, and ensuring a fair hearing for every party. What he built and stood for during these years continues to shape how he practises today.

Judicial Values
What the role required, and what he built beyond it
Five themes marked his years as a Judge: emphasis on settlement, discipline in managing the docket, delivering justice without delay, fidelity to constitutional duty, and fairness to every party who came before him.
Settlement
As a Judge of the Punjab and Haryana High Court, Justice K. Kannan served on the High Court's Mediation Committee, developing mediation training for lawyers and the subordinate judiciary, and helping shape mediation course content at law schools affiliated with Panjab University and Rajiv Gandhi National Law University, Patiala. He has personally mediated several court-annexed mediations referred to him by the Supreme Court and other High Courts, as well as hundreds of ad hoc mediations brought directly to him by parties.
Case Management
A High Court judge manages a continuous and demanding docket. How a judge schedules and progresses each matter determines how quickly the parties reach a resolution. Justice K. Kannan held this responsibility for eight years at the Punjab and Haryana High Court, which has jurisdiction over Punjab, Haryana, and Chandigarh.
Efficient Justice
Parliament established the Railway Claims Tribunal in 1987 specifically to resolve railway compensation claims faster than through ordinary civil courts, easing the burden on the wider court system. Justice K. Kannan chaired the Tribunal's Principal Bench in New Delhi from 2016 to 2019, leading an institution built around that purpose.
Constitutional Values
Under Articles 226 and 227 of the Constitution, a High Court judge holds the power to enforce fundamental rights through writ jurisdiction, and to superintend the courts and tribunals within the state. Justice K. Kannan exercised this authority throughout his time on the Bench.
Fairness and Accountability
Justice K. Kannan describes his approach as listening and understanding a matter before deciding it. The same standard extends to the judiciary itself, informing his advocacy for an in-house mechanism to regulate judicial conduct.
What You Can Expect
Justice K. Kannan carries three habits forward from those years: the discipline of managing a full docket, the instinct to deliver a timely outcome, and care in reasoning through a constitutional question. Together with his ongoing commitment to settlement and accountability, they shape how he prepares and argues every matter today.
